In every organization three things need to be addressed, reevaluated, and enhanced: policies/processes, people, and tools. All three need to exist in balance and work as a value creator. Processes are easy to re-establish and tools (from systems to equipment to software) can be purchased or outsourced, but people are assets that cannot be easily discarded or obtained. Therefore, workforce development aims to identify the ideal workforce state, assess the strengths, challenges, opportunities and threats of the current workforce, and develop plans to address short-comings or gaps.

Some strategies include recruiting new or different complimentary skills, training current personnel, mentoring, coaching, and re-organizing. Over time, every individual in a workforce needs to also feel like they have a purpose and grow within the organizational construct giving them both purpose and value.
